Analysis on the Development of Domestic Electronic Bills 

摘要

随着货币市场的不断发展，金融体系的不断完善，票据已经成为我国重要的金融工具以及支付结算手段。为提高票据业务的时效性和透明度，我国大力推进电子票据市场的发展。

目前票据以三种形式存在，纸质票据，电子票据和票据电子化。相对于纸质票据，电子票据具有成本低，效率高，较安全等优势。我国的票据市场起步较晚，虽已初具规模，但与欧美等国家相比，仍处于落后阶段。美国票据市场于1991年强制实行电子票据，目前已基本实现无纸化。英国票据市场以贴现行——英格兰银行为中心，形成了一种引导专营模式的票据发展模式，其市场具有开放性、统一性和竞争性，具有良好的借鉴意义。2016年12月8日，上海票据交易所由中国任命银行牵头成立，这是我国票据发展的一座里程碑。近年来，我国的票据市场也呈现出多元化和差异化的特征，市场参与者以及票据产品种类日益丰富。但票据市场目前依旧未实现完全电子化，基于目前的发展状况，未来相当一段时间，我国票据市场会处于电子票据和纸质票据共存的局面。为实现票据市场完全电子化，票据市场应从票据法、电子票据所依托的科技以及电子票据发展所需的环境几个方面入手，为电子票据时代的来临打造坚实的基础。

Abstract

With an ever-developing money market and an ever-perfecting financial system, bills have been an important financial instrument and a means of payment and settlement in China. To improve the transparency and the efficiency of bill business, China strives to develop electronic bill market. 

So far, there are three types of bills: electronic bills, paper bills and the electronification of bills. Compared with paper bills, electronic bills are furnished with benefits namely, low cost, high level of efficiency and security. Chinese bill market has been taking shape, but compared with European and American countries, its development still lags behind due to these facts like late starting and short of technology support. American bill market was forced to issue electronic bills in 1991 and now it has basically realized a fully electronic bill market. British bill market centers on the Discount Houses, forming a guiding mode with openness, unity and competitiveness. On December 8th, 2016, the Shanghai Bills Exchange, led by the People’s Bank of China, began trial operation, which is a milestone in the bill market. At present, the participants and the types bills of the market show the characteristics of differentiation and diversification. In a long time of the future, the electronic bills and the paper bill will coexist in the market. To establish a fully electronic bill market, three aspect should be considered. The first is the bill law. Then the technology should be taken into consideration and finally a suitable environment should be created to lay a firm foundation for electronic bills.
