探究我国绿色物流的发展道路_英语论文
A Study on the Development of Green Logistics in China
摘要
随着社会经济的高速发展,在人类物质文明大大提高的同时,地球上的资源也在日益减少,人类赖以生存的环境也正面临着威胁。在这种背景下,20世纪90年代全球兴起了一股“绿色浪潮”,以可持续发展为目标的“绿色”革命蓬勃兴起,绿色化运动正向各领域渗透。
绿色物流是指在物流过程中抑制物流对环境造成危害的同时,实现对物流环境的净化,使物流资源得到最充分利用。绿色物流从发达国家兴起。一方面,政府通过立法限制物流过程中的环境影响;另一方面,发达国家提出了发展循环型经济的目标,积极扶持逆向物流的发展。在中国,虽然绿色物流逐渐引起了业界的注意,但同国际上技术先进的国家相比,我国在绿色物流的观念、政策以及技术方面均存在较大的差距。
因此,本文提出从企业、政府、公众三方面来加快我国绿色物流的发展。首先,企业应该树立绿色观念,培养绿色物流专业人才,积极推行逆向物流的发展;制定符合环境保护的发展战略,加快物流技术革新以及物流信息系统的建设。其次,政府要制定统一的绿色物流实施规划和评价标准,建立和完善政府监管激励机制,优化产业布局,加快物流基础设施的规划和建设。最后,社会公众既是企业物流服务的消费者,又是环境资源的拥有者,应树立环保意识,倡导绿色消费,选择再生产品,积极主动地参与舆论监督,推动绿色物流发展进程。

Abstract
With the rapid development of social economy, living conditions for human has greatly improved, while the resources on earth are dwindling day by day, and the environment for human survival is also under threat. Consequently, in 1990s a “green wave” aimed at sustainable development rose globally.
Green logistics refers to that, by restraining the environment hazards arising from logistics activities, logistics operation actualizes the purification to the logistics environment and makes the best of the logistics resources. Green logistics started from the developed countries. On the one hand, governments minimize the environmental impact during the process of logistics through legislation. On the other hand, developed countries have set the goal to develop recycling economy and support the reverse logistics. In China, green logistics is gradually attracting the attention of the industry. However, compared with international advanced technology countries, there are big gaps existing in the aspects of the concept, policy and technology for developing green logistics.
Therefore, this paper gives suggestions from perspectives of the enterprises, the government and the public respectively. Firstly, enterprises should enhance their awareness of environmental protection, cultivate professionals for planning green strategies, accelerate the technological innovation and information system construction, and promote reverse logistics. Secondly, the government should formulate unified rules and evaluation standards, perfect supervision and incentive mechanism, and improve the logistics infrastructure planning and construction. Finally, the public is the consumers of enterprises logistics service as well as the owners of environmental resources. So it’s their duty to enhance environmental awareness, advocate green consumption, choose recyclable product, and exercise their supervisory power.
