摘要

随着经济全球化的发展，英语作为通用语引起了许多非英语国家的重视。近年来语言政策领域受到越来越多的关注和研究。“一带一路”倡议为研究沿线国家的语言政策提供了很好的契机。了解和研究“一带一路”沿线国家中非英语国家的外语教育政策政策，对促进中国与沿线国家的互联互通以及改进我国的外语教育政策有重要性意义。本文主要通过从过程维度、内容维度、和价值维度，来对比我国与“一带一路”沿线四国（俄罗斯、泰国、越南、菲律宾）的英语教育政策的不同，总结该四国的成功经验加以借鉴。从过程维度来看，五国的外语教育均在不断根据本国情况以及国际趋势不断调整自己的政策文件，但我国缺乏一个贯穿各个学习阶段的、统一的外语教育政策性文件。从内容维度来看，通过比较英语学习起始年龄及学习期限、教学内容和评估以及师资力量，我国需推行外语学习综合评价方式，实施“以学生为中心，以实际应用为目标”的英语教学模式。而价值维度则是探究政策现象背后的利益关系、价值冲突和价值选择，必须与国家发展战略紧密联系在一起，最终目的是要维护和实现国家文化利益。
