新闻标题的翻译在信息的有效传播中起着举足轻重的作用，然而目前新闻标题翻译中存在许多问题，影响了信息的有效传播和读者的阅读兴趣。本文试以德国功能翻译理论为分析框架，论证诺德提出的“功能加忠诚”是指导新闻标题翻译实践的重要原则。译者作为“把关人”之一，有充分的能动性，可以使用增词法、减词法、仿写、转换等手段翻译英文新闻标题，但必须考虑源语文本作者的目的，并兼顾新闻受众的需求，尽可能在原文作者、译者和译文读者多边关系中寻求一致。

Abstract：

The translation of English news headlines is of great importance to the effective transmission of information. However, there are some problems in current news headlines in translation, affecting the normal information transmission and news reader's reading interest.This paper attempts to adopt the German theory as the  frame for analysis, demonstrating Nord's "function plus loyalty" as the guiding principle of news headlines translation. The translator as "gatekeeper", acts as the dynamic mediator who can use such methods as amplification, omission, imitation and convertion in translation. On the other hand, he must consider the skopos of the source text, and the needs of the target audience, trying to seek a consistency between the author , the translator himself and the readers of the target text.

1 Introduction
News is indispensible in our life.We deal with information home and abroad everyday, so the sudy of English news title translation is of great importance. In the following part, we will discuss research purpose, significance of the study and the overall planning of the research.
1.1 research purposes
News is everywhere in our daily life, which appear on the newspaper , television and broadcasts in various kinds of form. We are familiar with domestic news, but for some reader who don't know English , the translation of English news is important and urgent. News title is the soul of a piece of news, the quality of news headlines translation  affect the news reader's reading interest. As the current translation strategies are not perfect and the operation of translation process is not standardized, some news titles are translated in a rough way, which undermines on the development of the news media seriously. German functional translation theory is a rising theory, which can be a guiding principle for news title translation.
