[摘要]

很多学者对政府工作报告英译进行了研究，但是大部分研究只是关注具体的词组或句子，缺乏理论指导。本文作者提出用功能对等理论指导政府工作报告英译。在此理念的指导下，本文首先总结了政府工作报告的显著特征，分析了政府工作报告英译中存在的问题，然后从词汇、句子、篇章层面对2011年政府工作报告的英译进行了分析研究。研究结果表明应用功能对等理论对政府工作报告进行翻译可以使政府工作报告的译文更加贴切于原文。最后作者很好地证明了应用功能对等理论到政府工作报告的英译中具有很大的可行性。本研究不仅使政府工作报告的英译研究有了理论指导，而且拓展了奈达功能对等理论的应用领域。

Abstract：

Though many translation scholars have already studied on the English translation of National Government Work Report, a majority of the scholars only focus on translating some concrete words, phrases or sentences, lacking a guiding theory. As a result, the author of this paper considers that it is necessary to study deeply by using functional equivalence to discuss National Government Work Report translation. Under the guidence of this theory, this thesis firstly summarizes the distinctive features of National Government Work Report and analyzes the existing problems in the English translation of National Government Work Report. Then the author gives an analysis of National Government Work Report translation in 2011 at lexical, syntactic and textual level. The study shows that functional equivalence theory can be applied to guide the English translation of National Government Work Report, for it can make the translated text achieve the closest natural equivalent to the original text. The thesis not only introduces a useful guiding theory in the English translation of National Government Work Report, but also elaborates the application of Nida’s functional equivalence theory.

1. Introduction
   As we all know since the 2008 Olympic Games and 2010 Shanghai Expo were successfully held in China, the country now attracts the world’s attention. The economic and political corporations between China and the rest of the world have been greatly increased. Under this circumstance, English translation of Chinese international communication materials is playing a significant role in offering other countries a correct impression on China, because the country’s image is mostly reflected in these political writings.
Of all the political writings, National Government Work Report is a useful material in helping foreigners to learn more about China. Therefore, the English translation of National Government Work Report acts as an important way to enhance the mutual understanding between China and the rest of the world. A good translation of National Government Work Report will play a key role in the process of letting more foreigners understand China.
However, the present situation of the English translation of National Government Work Report is not so good. If the English translation of National Government Work Report is ambiguous, China’s international image may be damaged. Therefore, research on the English translation of National Government Work Report is important.
